Line weight in family is not the same in project

I created an annotation family. The line weight in the family doesn't match what I saved in the family when I bring it into the project. The thickness of the line loses its depth. I'mm assuming its tied to my scale. How do I create and maintain a thickness of a line weight for an annotative family?

Project is King. If the line (object) style exists in the Project then that's what rules. If it does not exist in the project yet then the family introduces it to the project but then the project takes over ownership. Usually what happens is a family is made, loaded into a project, family is edited and altered and the project does not change the line (object) style.
