Group Behavior in Title Block Families

Working in 2018.3 at the moment. Groups seem to behave as though they are pinned when a parameter is applied to elements that are part of it. I seem to recall that in the past I was able to group some lines and text together to move them around within the title block with a parameter. Now it seems to refuse to move the group.

In the family I can use Activate Dimension after selecting the group and then get a change to the dimension value to move just the group. Editing the parameter via Family Types just shifts the title block boundary line instead. Same thing happens when loaded in a project and flexed. I attached a little mock-up of the issue. I can work-around it by using a nested family but I'm also curious if group behavior or assumptions has changed and I've just not run into it until now.

    Anyone else confirm this?

I'm in 2019.1 and can confirm the (problematic) behavior you describe. Pinning the TB lines themselves seems to have no effect. Removing the text from the group has no effect. Adding a ref line to the group has no effect.

However, adding a reference line along the bottom Detail Line of the family, and changing the parameter to "push" against the ref line (instead of the detail line) produces the effect you want.

Thanks. The issue also affects nested annotation families. It was necessary to do what you describe, associate the dimension and parameter with a reference line instead of the title block lines.
