Section Tag does display properly in elevation view, but displays correct in plan

So I made my own section head family, and it displays properly in plan view but not correctly in elevation views. The lines that separate drawing number and sheet number are rotated.

Lots of threads here about that.
Just do a search (upper right) for "section head"

Link didn't work, I attached a screenshot if you don't believe me. Anyways I figured it out, but my method is ghetto. I copied the middle line from the original section head family. I noticed that line in properties has a "Yes/No" parameter in the "Other" section called "Rotate With Section" which is un-editable, and is checked. (To me that makes no sense because if anything, according to the name it would be unchecked, but whatever) Lets say I did not have the original section head family, how would I create that type of line from scratch? Sorry I am not trying to be annoying, but I rather clear this up now rather than next time I come across a brick wall

well, I tried to find the original post that contained a Section Head family that will rotate as you want and failed. So, I am posting my family that I pilfered from that thread from a couple of years ago. Thanks to cellersick (IIRC) for the original! I didn't know what version of Revit that you are using so the attached family is R2016 so you can upgrade it to where ever you are.

Thanks! I saw its made a bit different than mine and default Revit one. Lol bumping my question to bottom of thread though, anyone know anything about the "Rotate With Section"Parameter of the middle line in the section header? And how to add it without copying it from Revit's original section head family?

Bumping this up a little to see if any one knows anything about this mysterious "Rotate With Section" parameter. I am confused how supposedly same object (Line style) has different parameters. I attached 2 screen shots bellow, showing different parameters in properties for 2 drawing lines with same line style. Now the section head I have now works fine (and without the underline cheat), its just not knowing this causes me not to sleep at night (And I'm sure I will regret avoiding this now).
