We just learned about the pitfalls of rotating a cropped region at our user group meeting a couple of weeks ago.....I'm retired, if you don't like it, go around!

My understanding of all this is: they rotate their views instead of modifying the Project North...so when you link their model in its facing the wrong direction...if you try to compensate by moving your project north, the linked model moves too... And the reason they don't want to fix their model the correct way is because they already spent all their time rotating all of their crop regions..
I pray nobody in my office learns that you can rotate the crop region...Michael "MP" Patrick (Deceased - R.I.P)

Secondly, what's the problem with rotating a crop region? I do it all the time with duplicated plan views that are made into enlarged plan views. In my industry drafting convention is that all enlarged plans have the exterior facing down on a sheet. Only way to do that is to rotate a crop region for those plans that are not south facing. It doesn't have anything to do with the orientation of the model to North or True North.I'm retired, if you don't like it, go around!
