IDk if this is by design or not but here goes.
Start or open an view title family.
Create a NEW shared parameter file in this family.
Create a label in the family that used the shared parameter and place it in your family.
Start or open your project template file.
Reference the same shared parapeter file.
Create a Project Parameter in your template that references the same parameter created in your family.
Save both files and close.

Delete the shared parameter .txt file that was created at the start.
-----------
Make a new project based off your newly modified template.
Import the newly modified family.
Magically the shared parameter that was just deleted still works as a project parameter. Now if only I could get it to be a true instance based parameter I would be golden.
I will try to do a video capute or somthing if people have a problem following my written directions.
