The "Remove" (minus icon) option is not available even after you select one of the entries?

If the value is being used in the project by an object, in your case the room name is in use by a room in the project, the value CAN"T be deleted. It exists on an object. You would have to change the object to make a change here. In your case if you change the room name in your project that change will be reflected here. This is an example of a location in Revit where change is NOT bi-directional. This dialog "reads" the parameters on the objects in the model but has no ability to "push" a change back into the parameter.

If you manually added a value in this dialog then you should be able to select it form the list and use the "minus" toggle to remove it from the list.

OK, I just verified what I was thinking the issue was. When you do your Legend schedules by name, it corresponds to the names of the rooms in the project. You can not remove an entry because that room name is in use in the model. What are you trying to accomplish with this legend? Is there a room that you do not wish to have colored?

True that any room in the Model will show up in the Scheme Defenitions, but if you setup the Legend Type to show "by view", the Legend will only show rooms from the View the Legend is placed on.

                How did you delete them?
You may need to create a Schedule including Unplaced Rooms and delete everything from that Schedule.
Deleting Rooms from a Plan View will not remove them from the project. That's what the Warning you get means.
