I can set the "far clipping" but I don't see a way with view templates to be able to set the "far clip setting" (same as parent/Independent) and the ability to set the "far clip offset". Is there a way I can set this for certain views without having to go into each view and change this manually?

If your Manage View Templates button is disabled it means that you've got no view templates to manage. That troublemaker "someone" deleted them...
