    Merge Surfaces....

    Is there a ruling for this command? In the attached image, I want to maintain the original exposed shape of TOPO 1. The second image shows the effect of merging two surfaces. Is there a way to overide this?

    IIRC : The topo that "wins" is based on selection order - try selecting them the opposite way round.

    That said, it looks like the issue you're experiencing is down to the defined points present in the lower of the two topos - as Revit will not remove defined points, merely bring them all together. Remember "merge surface" isn't "consolidate surfaces" (there'd need to be a rule dialog for that) - so you may be forced to do the whole manual copy/paste points.

    Q: Are they phased developments? (ie. existing & proposed) - are using the graded surface tool, so Revit "knows" what you're taking away/adding?

      Changing in which order you select gives the same result. And they are not in phase. But thanks for the advise.

        The merging happens completely random when not phased. Phasing them should give you the correct merge...
