Control a single instance within an array/group

Is there any way to control a single instance parameter within a single element of my array?

Say i have a block, i want to array it horizontally and vertically

I have my vertical stacked 4 blocks high, and my horizontal stacked 4 blocks long

I want to be able to control a single row and adjust the array count within the nested block array family

    How it is now:
    IIII
    IIII
    IIII
    IIII

    What i want:
    III
    IIII
    IIII
    IIII

This is an example of what i want but simply saving the family off is not an answer as i want to be able to make this parametric as there are a lot of possible configurations...just an example

The group locks up all instances and does not allow me to control the arrayed elements individually which I'm guessing is just how Revit works but wanted to hear everyone's thoughts on this

    Hopefully I'm just missing something

What other configurations are you going to have to account for?

In this example, you'd need a separate array.
