Parameters and constraints

Is the only way to constrain an element to place a dimension on it and then add a parameter?
Can you not constrain an element by attaching it to another element so that if the first element moves, the second does also?
Must parameters be applied in sketch mode, if you try to add them later it is not possible?

Attach parameters to reference lines and/or planes. Attach the effected element to the line and/or plane.
