    Annotation Symbol - Mode?

Using Revit 2017 I'm trying to place an annotation symbol on a floor plan, but Revit is just giving me the error "Can't create this kind of element in this view in the current mode". The symbol that I am trying to place is the Anno_Spot_Elevation_Target_Filled - which is an OOTB Revit annotation family. In fact, in the view the only symbols that Revit is offering are as per the attached screenshot.

To work around this, I'm attempting to use the Create Instance option from the right-click popup menu in the annotation families portion of the project browser. But no joy - just the Warning message mentioned above.

I have been able to duplicate, edit, and use one of the listed annotations without issue, in order to achieve what I need (the TEST entry in the screenshot), but I don't get why I'm blocked from using the majority of the standard annotations. What is this 'current mode' issue and how do I stop it being an issue?

My TEST symbol is this - it is not a tag and has no leaders or associated labels:

Were you in the sheet view by chance?

Nope. But it appears that the annotation that I was attempting to use will only work when defined as an end-mark on a leader. Creating my own version from scratch is evidently my only option.
