We have a series of sheets that are categorized under "X-ARCHITECTURAL - NOT ISSUED" in the project browser. Is there a way to set up a filter so that any views placed on these sheets do not appear?

not appear where? In the Project Browser? I don't think that there is a way to have sheets not appear in the PB. You can have sheets not be included in a sheet schedule by selecting the sheet and unchecking the Appears in Sheet List instance parameter. Or, if you are talking about not having views be visible on a sheet, then I would ask: why would you want to do that??
