Keep it all the same type of family but make the test object simple in case it doesn't work. Better to have it break with nothing special than to spend an hour modeling something that isnt' going to work

shall i create the center decorative piece family as a generic family or do suggest something else?

I would try making the center decorative piece a family on its own. Bring that in, lock it to the center of the baluster height. Then build the rest of the baluster off of that.
For the baluster that has two of them, have it set so the inserted families are constrained off of the center.

i am trying to replicate a baluster from an existing portion of a building that we are remodeling. it has a decorative piece in the center of the baluster equal from top & bottom. there is a similar baluster with same decorative piece that occurs twice in the baluster equal from top & bottom. i cannot get that decorative piece to stay equal when the baluster height needs to change. i am including an image of the existing baluster and the baluster family that i have started
