New contour lines not showing through sub region

The existing contour lines that run under the sub regions appear, but the new ones don't appear. They show up in the 3D view but not in the plan view.

I have tried everything to get them to show, Visibility graphics, overrides, wire frame, object styles, etc. Any thoughts?

Never mind...I generated some new views and the existing contours now appear under the sub regions...I really don't know why they wouldn't appear in that view...but it doesn't matter now.
