Placed work plane on the pipe/Conduit center line.

Hi,

I want to placed 3D dimensions.Its not possible to place work plane on the Pipe/conduit surface.
Is there any way to place Work plane on the pipe/Conduit center line.

The only way to place annotation in 3D is to lock the 3D view
