Work Plane Based- Doesn't always host

I've got a table family(furn) that I'm trying to put objects on in plan. the objects are work plane based and in 3d will find the table face and host to it. But in plan they won't. I checked to make sure the geometry is on in plan and it is. The objects will host to other objects in plan, ie the chair next to the table, even other objects on the table, just not the table top. I can after placing it on the floor change its work plane and pick the tabletop. It will go on casework. What could be causing this?

Does your table hide 3D Elements in plan and use Symbolic lines?

Is the cut plane below the table top?

A filter that turns Furniture Transparent will make that happen, as well... As will the Furn cat being transparent in VG. If the FFE Filter is on, that will do it. Or the FURN filter. Or (as Dave said) the table top is a masking region in Plan.
