Workset Switches when Creating New Local

Whenever I create a new local file My workset is set to plumbing. I'm guessing that this is because I come in after another coworker that has synced with that workset active. Is there a way to stop that from being my default workset when I create a new local? I would rather have sheet metal active since I'm using that 90 percent of the time.

    I'm using 2015-2017 revit.

I've made many a Wish List over the years asking for default Worksets to be per-user, not per project, but alas, nothing has changed.
When you make a new Local, the active workset is whatever it was when the last person before you did a SWC.
The only way to change that is to not make a new Local when you open. ANd that's a BAD idea.
Even setting the project to Specify Worksets doesn't assign what your default Workset is. It just lets you close some.
