If you use the insert from file command on an older project does it permanently upgrade the file?

No, it temporarily upgrades it, which is a colossal waste of time. If you go back for a detail ten minutes later, itll have to upgrade it again.
Plus, i would recommend never using that feature and pulling details from *other projects.* If the details were worth keeping, i would hope a BIM Manager would extricate them from the project and put them in the current versions library.
