I have a schedule with the proper phase applied. When the schedule is placed on a sheet the phase is no longer applied. How can I correct this?

Re-reading your Original Post, are you saying it appears properly in the Schedule View, but you get twice as many when placed on the Sheet?
Or do both the Schedule View and the Sheet View have too many rows?
I've never seen one where they differ, but you did say:
