How to create something like this

Hey everyone
I'm so sorry I couldn't even find a proper topic for this post. Cuz I don't know what it's called.
But I really want to know how to build something like this photo. (A 3d form with dashed lines which affects the form of a building as shown in the photo.
And of course the correct term for this!

don't know what to call it either, looks like a diagram for height restrictions related to code?

but anyway you could easily build that either as a mass or model in-place component
