"Keep Readable" in View Reference not working

"Keep Readable" in View Reference not working

I have a view reference family with a graphic showing a camera and view cone that I'm using to point to 3D Views. I would like to be able to rotate the family so the view cone is point in the direction of the actual Revit Camera that is creating the 3D view, and for the text remain readable. I do have "Keep Readable" checked, but it has no effect on the text orientation.
Any idea why this is happening and how to fix it?
