Split Level Stairs

Hello: I am trying to make a split level railing as one railing. Check out the image.

I created it by offsetting the top rail of the two floor rail and just creating a new one for the second floor. Obviously, the rails do not join. So, I would like to know if there is a way to split them up vertically.

No, I don't think there is a way to split a railing vertically in two pieces, but I don't understand the reason for the question, since I don't see a problem in the way you did the railings. I think it was a good solution.
