copy & paste detail group from one plan view to another plan view (2017)

I am having a problem copying a "Detail Group" from one floor plan to another floor plan. I click the the detail group and click the copy to clipboard button. I switch views to the floor plan I want and click the paste (align to current view). I do not get anything after this not even an error message.

Why not use Create Instance? Go to your Detail group in the PB, right click on it and select Create Instance. And, be on the floor level you want the group to be placed on

Can you use Paste Aligned to Selected Levels?

not available as an option when pasting a detail group for some reason. But, Paste Aligned to Current View works perfectly here (in R2015) and is not affected by work plane settings I don't believe
