Is there a way to assign a yes/no visibility parameter to an opening cut? This would be handy for vertical multi-pane windows.

Opening cuts as well as voids by definition don't have visibility parameter. It would introduce inconsistencies if they would. For families you could do the same with void forms that have parametric depth. With this parameter the voids then can more or less penetrate the volumes -
