When you select the dim tool, you'll see you can default to either wall faces, faces of core(typically what I dim to) or centerlines. Use the tab key to select anything not default.

I have expanded on Scott B's answer a bit. The Options Bar is the bar that exists between the drawing area and the ribbons. It's context sensitive and changes depending on the tool selected.
