I am drawing an axonometric massing diagram to indicate zoning compliance, is it possible to lock a 3d view so I can't rotate yet still zoom and pan that is not a camera? Is there a way to do it with the view cube?

The wheel (shift + W) contains tools for zoom and pan, on any 3d view. You might be able to do it with the wheel of the mouse, too.
Also, in RAC2012, there is an option to lock the view. But just the methods described above should be enough.Freelance BIM Provider at Autodesk Services Marketplace | Linkedin

In a locked 3d view, in release 2012, yes, you can. You need to set work planes to change the orientation of the dimensions.Freelance BIM Provider at Autodesk Services Marketplace | Linkedin
