      Sloped part is a Roof by footprint with outer AND inner edge.
      Flat part is a Roof by Footprint
      Vertical parts are Walls.

        If it's any help, when I do these (Mansard?) types of roof with sloping sides and 'flat' top I sometimes use the Parameter called Cutoff Level in the roof by footprint properties to limit the top level of the roof.

        You need to create a level so that it appears in the drop down list that appears in the Cutoff Level parameter when selected, but then you can move that level up and down in Views and so control the top level of the roof interactively.
