One way to get around it however is to select text from "Annotate" and then change it to the top and then click to form your text box. This will keep this change on this project for you. However to do it globally it needs to be done in the template that your projects are started from...
When you select text you do not have an option for the location of the leader. After the text is placed you can select it and in the properties you change 'Left Attachment' and 'Right attachment' to either 'Top', 'Middle', or 'Bottom'. They do not stay for each new line of text, you must re=-define the location. I would like to set these parameters.
Under the annotate tab, select text. Then, when the context tab shows up, set up the leader attachment there. It will carry on throughout the project. You can do this prior to placing any text.

I never set it in the properties. I believe those are by element. If you set it in the ribbon it will be global and stay set until you change it again (per project). Is that not working for you?
Dan is correct then. Directly after you start the text (TX) command, you are able to change the settings for the location of right handed leaders. This setting will save per project or at least per session. I am unaware of any global settings that will effect this. Hopefully someone with INI or API knowledge will chime in here.
