Yup. In Place is a horrible idea to be honest. You will do the exact same thing when using a loadable family, but you'll never be able to find it in a year or two when you need it again.
Not all library components need to be fully parametric sizzling families you know. You could settle for a non-parametric geometry as you need it and maybe upgrade this the next time you need it.

Yup. File > New > Family > pick a category. I could see them being one of many, depending on a few things. Gas? Use one that can get a connector.

By actual components do you mean model it like a typical family?

Actual Components, in my humble opinion. Back in the day i built a fairly parametric one, for a custom residence. But it was 3 jobs ago, and i dont have it. No point making in place though.

    Fire Place

What's the best way to model a one off fire place? I'm thinking in place family. This house will have several, and they are all different.
