    masking regions in detail tags

I've been fooling around a bit trying to get my detail heads to have a masking region so that the background is opaque.

When I place the masking region in the family it looks fine, but when I load it into my project the masking region appears to be set on top of the detail lines, so the center divider line and the circle around the edge are partially/completely obscured. I have tried creating two masking regions as semicircles with a solid outline, but then when my tag is rotated in my project I cannot get the masking region to rotate as well.

    Any workarounds/solutions?

This worked for my details called in plan as plans, but not for my details called out as sections. With the section details the tag can rotate 90 degrees. The center line of the tag needs to remain fixed when the tag rotates, which I cannot get it to do.

Well I still haven't found a solution to this problem...I've been fooling around a bit and it appears as though the section tags rotate the masking regions, but do not rotate the text. So by using my masking region with a "callout" linetype outline the region will rotate, leaving a vertical line through my text. Is there a way to disassociate the masking region with the rotation of a section similar to how the text is disassociated?

I've found out that the ones that work which are my plan callouts are because the key is considered a "callout tag."
The ones which don't work are my section callouts in which the key is considered the "section tag."

By making any sort of masking region in the section tag you do not allow the callout line to rotate properly.

I've attached our section tag callout head for reference...someone please help me!!!!!!!!!!!!!!!!!!!!!!!!!!
