I have not done color fills and such in a few years and now I am trying to find where this is. My thought is that the color fill is with rooms and is only in RAC and I am using RST? Is this correct or where exactly can I draw different areas and pull a legend that gives them each a color defining what area they are?

Used to be able to do a split surface in RS2009 although it seems the feature has been removed. This allowed you to put several different shades or hatch patterns onto the one surface, although I cant find this feature any more...
There is however, nothing to stop you using a filled region to shade an area, you could lock it to wall faces, or slab edges as appropriate and size would update with changes to the file.
