    Void form not creating void.

It seems like every time I convert a normal extruded form to a void form in the properties menu; that the void does not create a void. The outline just becomes visible as orange. Even under realistic view it stays as the orange outline. Why does the void not void? Does it lose its connection to the host body when converted to void via properties menu? I attached the file to show you.

It all comes down to when, when the void is created AND if it intersects a solid when completed. If a void is created after a solid AND it intersects it should cut without the Cut Geometry tool. In your description the solid is created first, then changed to void. Revit doesn't assume in that situation that it should cut. You have to use Cut Geometry as the other reply recommended.
