You can certainly do something close, with a 5pt adaptive component.
The first point is hosted to a Divided Path, with a Reporting Parameter measuring the distance to the second point.
Where this falls short is that the Component will only react to the distance of that one particular point on that divided path, NOT the closest part of the curved line as your example shows.
Dynamo would get you there with some of the nodes like XYZ Distance and List Minimum.
