"Place on Face" contextual tab missing

One of my users is trying to use a Face Based family & the Contextual Tab is not working.
Instead of the usual Tab at the end of the Ribbon, she gets an icon on the Options Bar.
And that won't let her change from Place on Vertical Face to the Place on Face she needs
Any idea on how to reset that?
    What it should be:
    Place on Face correct.PNG
    What she gets:
    Place On Face.PNG

if you dont have the "face" option most probably the family wasnt created using the face based family template.
What version of revit is it, has she done all of the updates / service packs? Sometimes I find people using 2018.2 and as soon as they go to 2018.3 the problem goes away....

Yes, it is a face based family.
Although the screen shot I uploaded says 2019, I get the same (correct) contextual tab (looks the same as my first screen shot) on my computer using the same family.
      Everyone here is on 2018.3
