Basic question: Does the owner of a central file have any control over permissions to edit worksets for users? E.g., if the owner does NOT want any user to be able to edit a workset, can he allow / not allow that user to edit a workset?
I'd like to know whether the workset system is just a tool for sharing or also a tool for controlling. Thanks in advance.
It is possible to be the "Owner" of all worksets. Go to the Worksets dialog box and select all worksets and you can now "control" all of them.
However, another user can become a "borrower" and check out an element or workset; this may invoke a "workset editing request" where you as the Owner must grant editing permissions to the "borrower".

control is ultimately limited since a person can open a file logged in to Revit as the user who owns the workset and then relinquish... communication works better for control purposes
"Control" is fleeting...you have it until you relinquish it. If you SwC and relinquish everything you "lose" control. The likely result of "control" however is you end up working "alone" because nobody can do anything or you spend all your time granting requests for things instead of doing work yourself. Issues that are resolved by exerting "control" are often a training issue disguised as a security issue.

However, when someone refuses to stop changign the dimensional accuracy, sometimes having the RevitGod username check out the dimensional control worksets is nice. :P
