Levels Not Hidden in Section with Break View

I'm having this occur in a file randomly, but with increasing frequency (2019.2, Build 19.2.0.65 which I know is one behind current).

In a section view, when I use a break to remove the middle portion everything is hidden except for the level markers. Attached is a screen cap of what it looks like. I'm pretty sure this isn't an intended behavior, and it comes and goes. If I join these sections together and split them again, sometimes the levels go away as expected. If I join and split again, sometimes they'll come back.

If there's something I'm doing to cause this, I can't figure out what it is. It started with an occasional new section view, and has spread to existing sections when I try to edit them. Has anyone seen this before? I've tried searching here and via Google, but I'm not sure what key words would cover this.
