I have recently started using Revit 2019. For some reason, there is no option for view folders and sheet folders in the properties. I need this feature in order to properly organize my views and sheets. How do I get this back?

Start with the View tab.
Way over on the right end is User Interface
Under that is Browser Organization.
See what those (Views, Sheets, Schedules) are set to & if there is any filtering going on.
Also, if there isn't anything under that grouping, there won't be a heading for it in the PB until you create something
I have gotten to that point. I created a new Browser organization scheme under the "sheets" tab, and when I go to "grouping and sorting" and the pull down "group by" the option that I just created is not available.

I'm afraid I still don't understand.
Are you making all of these changes within the Browser Organization dialog?
Just because you make a new scheme by clicking the "New" button on the Sheets tab doesn't create anything.
You have to add a project parameter to the Sheets category in order for it to show up in the Grouping drop-down.
