2019 thinks closed files are open?

I thought this was my imagination at first, but I've seen it many times now.
    Here's the scenario:
I open one file, make some edits and SWC it.
Then I close that file and open another one that had the first one Linked in to it.
I try to Reload (or Reload From) the Linked file, and I get "You cannot reload that file since it is already open".
But it isn't open, I closed it. I haven't closed Revit, but I have definitely closed the Linked file.
    I don't remember seeing this in 2018.

Of course, now I can't make it happen to get a screen shot

Possible network latency which delays your pc seeing the file as not in use?

Ive had it happen a LOT with Content, in 2018 and 2019. Where they are definitively closed (more than 20 minutes ago) and the platform is convinced they are still opened. Annoying, for sure.

Can also prevent moving families from one Windows folder to another. REALLY annoying.

Not quite sure "glad" is the right word, but I'm at least relieved it's not just me.
