    Stop Snapping To Region Boundaries

Is there a way to have a region in a family/detail component, and then disallow snapping to the edges of just that specific family/region? If I do line work in a family then I can make it "Not A Reference" which is great, but there's no option to do this for region boundary lines. We have a number of families with graphic line and region work and we don't really want people accidentally snapping or aligning to anything other than the X and Y reference plane.

I know they can temporarily turn off snaps but people aren't going to remember to do that all of the time and it would just be handy if the region boundary wasn't snapped to.

Nest it (non-shared I’m afraid) into another family.

If the child family is a detail component it doesn't seem to matter if it's nested or not, still wants to snap to the region edges in a project setting.
The detail components are nested into 3D families, so I suppose that technically the original detail components could be done as 2D work in a generic model family instead? And then nested in. That would be somewhat annoying, no other work arounds?
