Why when I Rotate Project North do some families not rotate?

Why when I Rotate Project North do some families not rotate? For some reason I have a family of a nested table and chairs and it will not rotate. Also a bunch of other random families a drinking fountain, sink, roof drains and a few other random families.

Is there a rhyme or reason to the madness?

    Thanks,

    Jennifer

for me it seems that families that are hosted to face will not rotate but families that are hosted to workplane do, unfortunately the default behavior in Revit is to place families (especially furniture) to face, have to remind myself to change the placement to work plane before placing EVERY TIME (wish list item)

    OR use unhosted families

In-Place and Face Based families are most vulnerable because of their hosting work-planes. Want to see how Rotate Project North (RPN) will do with your family? Use the Rotate tool and place the rotation origin well away from it. Does it rotate as expected or does Revit let you at all? It's not utterly predictive but if that doesn't work...RPN definitely won't.

RPN is the same as if we select everything (all model and annotation elements in all views) in the model and then try to Rotate it all together.
